No person whether a licensed plumber or otherwise after making any connection with the water service pipes or after making repairs or putting in any new appliance or attachment shall leave the curb box stop open or let the water into the premises connected therewith without permission of the Superintendent of the Public Works of the city, other than a city employee under the direction of the Superintendent of the Public Works Department, change, set, or disconnect a meter on any premises served by the Water Works System owned and operated by the city.
