For the purpose of making and collecting water and sewer rental charges the calendar year shall be divided and designated as follows: quarterly periods shall begin on January 1, April 1, July 1 and October 1 respectively, and shall extend to the beginning of the succeeding quarter and all rates and charges after the 20th of the month shall have 10% added to them.
