§ 51.28 FLOW METER.
   The city shall place, or cause to be placed, a flow meter, measuring in gallons, the amount of industrial wastes put into any industrial sewer line and shall cause this meter to be read once every seven days and the daily reading recorded and filed with the City Manager on the last calendar day of each month.
