§ 51.04 BUILDING SEWERS AND CONNECTIONS.
   (A)   No unauthorized person shall uncover, make any connections with or open into, use, alter, or disturb any public sewer or any appurtenance thereof.
   (B)   All costs and expenses incidental to the installation and connection of the building sewer shall be borne by the owner of the property. The owner shall indemnify the city from all loss or damage that may directly or indirectly be occasioned by the installation of the building sewer. Subsequent to installation and connection of the building sewer to the public sewer, all repairs or replacements to the section of the building sewer between the edge of the existing asphalt roadway and the public sewer shall be completed by the city at its own expense. All costs and expenses for maintenance of the property owner's building sewer shall be borne by the owner of the property.
   (C)   A connection charge, in an amount set by resolution of the City Commission, shall be paid to the City Treasurer at the time the application is filed. All applicants for sewer connections shall first submit plans and specifications of all plumbing construction within the building or premises, and such plans and specifications shall meet the requirements of the State Plumbing Code and all provisions, rules, and regulations of the SWRC or its affiliates. When the plans and specifications have been approved by the City Manager and/or the Plumbing Inspector of the city, a construction permit shall be issued, subject to a final inspection and approval when construction is completed and ready for connection with the sewer system.
   (D)   The applicant for a building sewer permit shall notify the Plumbing Inspector of the city when the building sewer is ready for inspection and connection to the public sewer. The Plumbing Inspector or his authorized representatives shall then inspect the building and plumbing construction therein and if such construction meets previous requirements as approved in the construction permit, the Plumbing Inspector of the city shall issue a sewer connection permit, subject to the provisions of any other applicable provision of this code or any other ordinance of the city.
