§ 50.11 FEES.
   (A)   The city, by resolution of the City Commission, shall have the power from time to time to establish monthly rates, or do such other acts as may be required, to maintain the garbage and trash collection service as a benefit to city residents. An additional collection fee may be required to be paid in addition to the monthly rate, said collection fee to be set by the City Commission.
   (B)   The owner of each dwelling and/or unit shall be responsible for garbage collection charges.
   (C)   The City Manager is hereby authorized to institute monthly billing of garbage and trash collection, sales and rentals at such time as the Commission deems this action necessary.
