No person shall place any garbage or other refuse matter which may cause any unwholesome or offensive odor that may tend to cause sickness or disease, or any other unsanitary condition, upon any public or private property unless it is enclosed in a water tight container covered with a tightly, fitting cover. The cover shall not be removed except when necessary to deposit or remove materials from the container. Garbage placed in containers shall be wrapped in paper. Garbage container shall be kept in the rear or in a inconspicuous part of the premises in connection with which it is used and shall be kept clean and disinfected at all time.
