ARTICLE IX
ALTERATION OR DISSOLUTION OF THE CORPORATION
   The County may, at its discretion and at any time, alter or change the structure, organizational programs or activities of the Corporation.
   The Corporation may be dissolved by ordinance of the County if contracts entered into by the Corporation are not impaired, and if the Corporation:
      (a)   Has no property to administer other than funds or property, if any, to be paid or transferred to the County; and
      (b)   All outstanding obligations have been satisfied.
   All net earnings of the Corporation, beyond those necessary for retirement of indebtedness, shall inure only to the County. Upon dissolution of the Corporation, title to all property owned by the Corporation shall vest in the County.
