The Corporation shall commence its existence upon the effective date of Ordinance No. 22 of the County, creating the Corporation and granting this Charter. A true and complete copy of this Charter, certified by the Clerk of the County as being on file with the County, together with a certified copy of the Ordinance, shall be filed with the permanent records of the Corporation.
