All water meters shall be purchased from the city by the property owner and maintained by the city. All repairs of water meters not resulting from normal usage shall be the responsibility of the property owner. Any other meter in need of replacement shall be replaced with a remote-type meter, which shall be furnished and maintained by the city. All water meters shall be installed, removed and in all respects controlled by the city, and the cost of installation shall be the responsibility of the property owner. Any remote-type meter in need of replacement by reason of normal usage shall be furnished and installed by the city; thereafter, the city shall own that meter.
