For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COMPANY, GRANTEE or FRANCHISEE. Any public utility system to which a franchise has been granted by the city.
CONSUMER or CUSTOMER. Any user of a utility.
MUNICIPAL UTILITY. Any city owned utility system, including, but not by way of limitation, water, sewerage, electric, gas and refuse service.
SERVICE. Includes, but is not limited to, providing a particular utility to a customer or consumer and also includes the testing, inspection, installation or repair of utility services.
UTILITIES COMMISSION. The Utilities Commission of the city, and certain specific references herein to the CITY shall include the city acting through the UTILITIES COMMISSION where the language or context clearly indicates that reference.
UTILITY. All utility services, whether the same be public, city-owned facilities or furnished by public utility companies.
