(A) Establishment and composition. The establishment of a Police Civil Service Commission, composed of three members, is hereby ratified. Its members shall serve three-year staggered terms. Appointments to the Commission shall be made by the Council at its first meeting in May of each calendar year.
(B) State statute adopted. The adoption by reference of M.S. §§ 419.01 through 419.18, as they may be amended from time to time, is hereby ratified.
(C) Duties and responsibilities. The Commission shall continue to have authority to administer its activities with all of the powers and duties set forth in the statutory sections cited herein.
