(A) Establishment and composition. An Airport Commission is hereby established. The Commission shall be composed of six members to serve staggered three-year terms, one of which shall be a member of the Council designated by the Council.
(B) Powers and duties. The Commission shall advise the Council in all matters dealing with the airport and its operation. It shall recommend an annual operating budget, report on the adequacy of facilities, recommend capital improvements and serve as a forum for others to express their views on subjects relating to the airport and its operation.
