§ 31.23 PARKS, RECREATION AND COMMUNITY EDUCATION ADVISORY BOARD.
   (A)   Establishment and composition.
      (1)   A Parks, Recreation and Community Education Advisory Board is hereby established under the Joint Powers Agreement entered into on 9-1-1993, between the city and the Independent School District No. 423, in this county. The Board shall be composed of seven representatives from the community at large, one representative from the School Board and one representative from the City Council.
      (2)   With the exception of the School Board and City Council representative, all members shall be jointly appointed by the Mayor and the School Board President, with the consent of the respective boards and Council, and shall serve staggered three-year terms.
   (B)   Duties. The Board shall study and determine the park, recreational and community education needs of the city and make recommendations to the City Administrator relating thereto and shall submit an annual operating budget to the City Administrator.
