The following places are not eligible for licensure under this chapter.
(A) No license shall be issued for any place or any business ineligible for a license under city ordinance or state law.
(B) No license shall be issued for a place or business which holds a liquor license.
(C) No license shall be granted for operation on any premises on which taxes, assessments or other financial claims of the city or other government agency are delinquent and unpaid.
