§ 31.09 PARKS, RECREATION AND FORESTRY DEPARTMENT.
   A Parks, Recreation and Forestry Department is hereby established. The head of this Department shall be the Director of Parks, Recreation and Forestry. All park, recreational and forestry activities shall be under the direct supervision of the Director and he or she shall be responsible for and have custody of all property of this Department.
