A Building Department is hereby established. The head of the Building Department shall be the Building Official (referred to in the State Building Code as the “Administrative Authority”), together with assistants and staff members as may be authorized from time to time by the Council. It shall be the duty and power of the Building Official to carry out the provisions of the State Building Code and the provisions of the city code relating to construction. The Building Official shall submit a periodic report to the Council covering the work of this Department for intervals required by the Council.
