§ 31.05  FINANCE DEPARTMENT.
   A Finance Department is hereby established. The head of this Department shall be the Finance Officer. It is the duty of the Finance Officer to maintain complete and accurate records as to all financial matters of the city. He or she shall be responsible for drafting the annual budget and preparing budgetary and financial reports as the Council may from time to time require.
