Collections of recyclable materials shall be made under terms and at those times and frequencies as shall be designated from time to time by the City Council. The City Council reserves the right to require licensed haulers to also haul and appropriately dispose of recyclable materials. In that event, licensed haulers must certify that the materials collected for recycling are delivered to facilities which reprocess the collected materials into recycled products.
