It is lawful for any person to seize and impound an animal so found running at large and the person shall within six hours thereafter notify the Police Department of the seizure. It shall be the duty of the
Police Department to place the animal in the City Pound. If the name of the owner of the animal so seized is known to the person who first takes the animal into custody, he or she shall inform the Police Department of the name of the owner, and the address if known.
