§ 93.18  RUNNING AT LARGE PROHIBITED.
   It shall be unlawful for the dog or cat of any person who owns, harbors or keeps a dog or cat to run at large. A person who owns, harbors, or keeps a dog or cat which runs at large shall be guilty of a misdemeanor. Dogs or cats on a leash and controlled by a reasonable person shall be permitted in streets or on public land unless prohibited with signs reading “Dogs and Cats Prohibited,” except that dogs under the supervision of their owner may be unrestrained in the area designated as an off leash dog park. Dogs or cats who are under the control and direction of a responsible person so as to be effectively restrained by leash or an electronic control device shall be permitted only on private property at the consent of the property owner or in a public area designated as such.
