§ 93.01  ANIMAL WASTE; REMOVAL REQUIRED.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ANIMAL. A dog, cat or other animal.
      OFF LEASH DOG PARK. A public city-designated area where a dog owner is permitted to allow a dog or dogs to socialize and exercise off leash, subject to the rules and regulations for such an area.
      OWNER. Any person who harbors, feeds, boards, possesses, keeps or has custody of an animal.
   (B)   Unlawful acts. It is unlawful for any owner to:
      (1)   Suffer or permit an animal to defecate upon public property, or the private property of another, without immediately removing the excrement and disposing of it in a sanitary manner;
      (2)   Suffer or permit an animal to be upon public property, or the private property of another, unless the animal is in the custody of a person of suitable age and discretion having in his or her possession equipment and supplies for excrement removal; or
      (3)   Permit animal excrement to accumulate for a period in excess of seven days on premises occupied by him or her without removal and sanitary disposal.
