§ 72.30  PRESUMPTION; OWNER OR LESSEE RESPONSIBILITY.
   As to any vehicle parking in violation of this title when the driver thereof is not present, it shall be presumed that the owner or lessee of that vehicle parked the same, or that the driver was acting as the agent of the owner or lessee.
