It is unlawful for any person, whether or not physically disabled, to stop, park or leave standing a motor vehicle:
(A) In a signposted fire lane at any time; or
(B) In lanes where, and during those hours when, parking is prohibited to accommodate heavy traffic during morning and afternoon rush hours.
