(A) Statutory parking privileges for the physically disabled shall be strictly observed and enforced. Police officers are authorized to tag vehicles on either private or public property in violation of those statutory privileges.
(B) Upon completion of the required training, citizen volunteers may issue citations to persons violating statutory privileges for the physically disabled. Citizen volunteer training and enforcement shall be done under the direction of the Chief of Police.
