All licensees under this chapter conducting activities on city owned or controlled property shall be properly insured naming the city as an additional insured for liability imposed by law arising out of the ownership, maintenance or operation of such cart or vehicle in amounts of at least $50,000 for the injury or death of one person, $100,000 for the injury or death of two or more persons and $10,000 for damage to property.
