No person may damage or disturb any flower bed, planting area, or ornamental landscaped area within a park, open space or recreational facility. No person may cut, trim or remove any wild flower, tree, shrub, plant, branch or portion thereof, or any soil or other material from a park, open space or recreational facility with the exception of authorized city officials.
