(A) The recreational and educational opportunities of the parks and recreation facilities shall be available to all members of the public regardless, of race, sex, age, creed, national origin or place of residence; however, residency requirements and certain other regulations may be placed upon the participation in various league activities and preferences may be granted to residents of the city over non-residents under certain circumstances.
(B) Public parks of the city will close at 10:00 p.m. each day and shall remain closed to the public until 5:00 a.m. on the next day, unless otherwise posted, except that the following parks will remain open until 11:00 p.m.:
(1) Roberts Park;
(2) Tartan Park/Veterans Memorial Field;
(3) Library Square.
(C) City park shelters shall be open and available to the public for rent from 9:00 a.m. to 9:00 p.m. Shelters are open May 1 through Labor Day. After Labor Day and until the third Sunday in October, shelters may be rented by reservation only. City recreational facilities will be opened and available at a time determined by the Director or their designee.
(D) Except as provided in § 95.03, no person may be in, remain in or enter any public park between the park’s closing time and 5:00 a.m., unless otherwise posted, and no person may drive into or remain in a public parking area within or immediately adjacent to a public park during the hours when the park is closed.
