(a) "Vehicle" has the same meaning as set forth in Ohio R.C. 4501.01(A).
(b) "Motor Vehicle" has the same meaning as set forth in Ohio R.C. 4501.01(B).
(c) "Operator" has the same meaning as set forth in Ohio R.C. 4501.01(X).
(d) "Golf cart" is a motor vehicle as that term is defined under Ohio R.C. 4501.01(B).
(e) "Utility vehicle" has the same meaning as set forth in Ohio R.C. 4501.01 (VV).

(a) No person shall operate a golf cart or utility vehicle on the streets within the City of Huron unless the golf cart or utility vehicle has been inspected and approved by the Chief of Police or his/her designee for compliance with the State of Ohio's statutory requirements that are applicable to motor vehicles. Appointments for inspections can be scheduled through the Police Department.
(b) If the Chief of Police or his/her designee determines that the golf cart or utility vehicle complies with the minimum State of Ohio statutory requirements applicable to motor vehicles, including a Certificate of Title from the Clerk of Courts, a Certificate of Compliance and Validation Sticker shall be issued. For the purpose of the inspection, the Police Department shall utilize the Golf Cart Underspeed Vehicle Inspection Sheet, a copy of which is attached to this Ordinance as "Exhibit A".
(c) An inspection and registration issued under this Section shall be valid for a period of three years from date of issuance.
(d) A triannual inspection and registration fee of twenty-five dollars ($25.00) shall be collected by the Huron Police Department at the time and location of the inspection.

(a) While operating a golf cart on the streets within the City, any owner or operator shall comply with any and all laws pertaining to motor vehicles including, without limitation, safety requirements and insurance requirements.
(b) While a golf cart is being operated on the streets of the City, it shall at all times be in compliance with the requirements of the Underspeed Vehicle Inspection Sheet.
(c) No person shall operate a golf cart upon any street in the City where the posted speed limit is greater than 35 miles per hour.
(d) For safety purposes the operator of a golf cart shall cross U.S. Route 6 only at intersections where a traffic light is located.
(e) Lap belts shall be properly installed and available with respect to each seating position located on a golf cart. There shall be no more than two seating positions in any row of seating on a golf cart. All persons shall wear lap belts while operating or riding in a moving golf cart on a public roadway.
(f) Any child who falls under the child restrain criteria set by Ohio R.C. 4511.81 is prohibited from being a passenger in a golf cart operated on any City street, right of way or public area in the City of Huron. (Children who are up to 4 years old and less than 40 pounds which are required to be in a child safety seat or any child who is 8 years old or less and under 4'9" in height who are required to be in a booster seat).
(g) The operator of a golf cart must be at least seventeen years of age and possess a valid driver's license.
(h) Any golf cart approved for operation on the streets of the City shall have no less than four wheels.
(i) No golf cart shall be operated on any sidewalk, except to cross the sidewalk.

(a) Any validation sticker issued pursuant to this Chapter shall be visible on the rear of the vehicle at all times.
(b) Notwithstanding any conflicting provision within this Chapter, whoever violates this section is guilty of a minor misdemeanor.

Whoever violates this chapter is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; for each subsequent offense within one year after the first offense the person is guilty of a misdemeanor of the third degree.
