The imposition of any penalty shall not preclude an appropriate action or proceeding in a court of proper jurisdiction to prevent unlawful construction, reconstruction, alteration, repair, conversion, maintenance or use; to restrain, correct or abate a violation; to prevent the occupancy of a dwelling or structure; to prevent an illegal act, conduct, business or use in or about any dwelling or structure; or to require compliance with the provisions of this chapter or other applicable laws, ordinances, rules, regulations, orders or determinations of the Building Inspector or Council.
