A registrant whose Certificate of Registration has been suspended or revoked may appeal in writing such order of suspension or revocation to the Planning and Zoning Commission. The Planning and Zoning Commission shall afford a hearing upon such appeal, at which the appellant may be represented by counsel. The appellant and the Building Inspector may present and examine witnesses and introduce testimony pertaining to the reasons for suspension or revocation and to restoration of the Certificate of Registration. All such appeals shall be filed with the Planning and Zoning Commission within five days after receipt of the notice or order from which an appeal is taken. The decision of the Planning and Zoning Commission shall be final and conclusive as to all parties.
