1139.04 DRAINAGE FACILITIES.
   A drainage system shall be designed and constructed by the developer for the proper drainage of the surface water of the subdivision and each lot as follows:
(a)    An enclosed storm sewer system shall be provided where a tile inlet or an outlet with a capacity to receive the discharge is available within 2,000 feet of the subdivision or where it is determined by the Planning and Zoning Commission that storm sewers shall be provided and connected to a drainage ditch or other water way. The system shall have a capacity to serve the subdivision and drainage area of which it is a part. The system shall include pipes, culverts, manholes, catch basins, drain inlets and a connection for each lot.
(b)    The developer may be required to deed in fee, dedicate or grant an easement to the Village for a drainage channel not less in width than required by the standards of the Village, or by the existing topography along the watercourse. The developer may rechannel any watercourse through his or her property in order to contain the storm drain flow within a lesser width. The developer shall be responsible for clearing the drainage way of all debris as a condition of acceptance.
(c)    The drainage system shall be designed in accordance with the standards of the Village and the approval of the Village Engineer. The developer shall construct and pay for all storm sewers.
