Helicopter pilots may deviate from the provisions of this chapter in the event of an emergency, provided a full statement of the reasons for such deviation is submitted in writing to the Chief of Police within twenty-four hours. Deviations from the provisions of this chapter for causes other than the safety or protection of persons or property will be considered to be violations of this chapter.
