All of the roads and streets within the Village, except State routes, are hereby designated as restricted traffic thoroughfares, and no truck or other vehicle constructed or especially equipped for the transportation of goods, wares, merchandise, refuse or rubbish, or any vehicle designed for the carrying of more than ten passengers, shall travel thereon, except a vehicle receiving goods or making deliveries along such restricted traffic thoroughfares or receiving or discharging passengers there, which vehicle shall enter and leave such restricted thoroughfare by the nearest intersecting roads and streets.
