(a) The Department of Public Service shall be composed of a Service Director, who may also serve as the director of another department, a Supervisor, a Chief Mechanic and sufficient full-time, part-time, temporary, and seasonal workers for the efficient operation of the department, subject to such appropriations for the operation of the department as are made by Council.
(b) Each employee of the Department of Public Service shall be appointed by the Mayor, subject to confirmation by a majority vote of Council.
