(a) There is hereby established a fund to be known as the Special Assessment Fund. This Fund shall be used to account for the receipt and disbursement of funds used to pay the expenses and costs and/or to retire notes and/or bonds in payment for the construction of special assessment projects within the Village.
(b) The Director of Finance or his or her Deputy is hereby authorized and directed to make application to the Bureau of Inspection of the State of Ohio for approval of the creation of the Special Assessment Fund pursuant to the provisions of Ohio R.C. 5705.12.
