A vacancy in the office of Finance Director shall be filled by appointment by the Mayor subject to confirmation of such appointee by a majority vote of the members of Council. If the Finance Director-elect fails to qualify for office, a vacancy shall be deemed to exist which shall be filled in accordance with this section.
