The Council shall consist of six members elected at large for terms of four years, except as herein provided, commencing on the first day of January next following their election.
During the year 1969, the Council shall consist of the present members of Council, or any successor appointed to fill a vacancy in such term. During the years 1970 and 1971, the Council shall consist of the two persons elected to Council for four-year terms at the November 7, 1967, regular municipal election, or any successor appointed to fill a vacancy in such term, and four persons elected at the regular municipal election in 1969, of which the three candidates receiving the highest number of votes shall serve for four years and the candidate receiving the fourth highest number of votes shall serve for two years. Thereafter, the Council shall consist of six members, three of whom shall be elected at the regular municipal election in 1971 and every fourth year thereafter, and three of whom shall be elected in 1973 and every fourth year thereafter.
