(a) Council finds, based on studies and investigations of professional planners, on the knowledge of the Planning and Zoning Commission, and on its own knowledge, that there is an existing community standard of the size of residential structures as they relate to the size of the parcel of land upon which they sit.
(b) Council also finds that the application of the identified community standard to new residential structures as well as additions to existing structures through the placement of a limitation on the size of such residential structures and their accessory structures within the Village will protect the value of neighboring residences.
