It is the intention of this Council to continue the snow plowing services which have been provided on behalf of private associations of residents, at the expense of those associations. This chapter shall be construed as permitting the Mayor and the administration of the Village of Hunting Valley, upon a motion made and passed by Council, to enter into annual agreements with the homeowners association and neighborhood associations without the need for further legislation.
