1367.03 NOTICES; APPEALS.
   When the Planning and Zoning Commission is to make a determination at a public hearing as to the adequacy of the screening plan under Section 1367.02, notice of the hearing shall be mailed to the applicant and owner of the land and to all abutting property owners not less than ten days prior to the hearing, excluding the day of mailing and including the day of the hearing. After such determination has been made, notice thereof shall be given promptly to the applicant and to the owners of such contiguous properties. Such determination shall not become effective for ten days thereafter, and if an appeal is filed with Council by an owner of any such contiguous properties within such period, such determination shall not become effective until such appeal has been decided by Council or for sixty days, whichever is earlier.
