No person shall engage in or carry on the business of a transient merchant, peddler, or hawker, as defined in § 113.20 either at wholesale or retail, within the city, without first procuring a license from the City Clerk-Treasurer for that purpose and otherwise complying with the provisions of § 113.20 by providing the information required by § 113.02(A)(l) through (5). Provided, however, that this section cannot apply to the sale of newspapers or to persons selling exclusively foodstuffs of their own raising.
