It shall be unlawful for an adjacent property owner to permit: (1) the thoroughfare right-of-way, exclusive of sidewalks or trails, to be covered with aggregate, asphalt, concrete, mulch, rocks, or stone; and (2) objects to remain within the thoroughfare right-of-way which pose a safety hazard to pedestrians and/or vehicular traffic by serving as barriers, bollards, or similar obstructions.

Anyone violating any provision of this chapter shall be penalized pursuant to the provisions of Chapter 36 of the City Code, as it now exists or is subsequently amended or superseded.
