No entity shall engage in the business or occupation for hire of pruning, spraying, treating, topping, or removing trees within the city without first applying for and procuring a license from the city as follows:
(A) The license fee shall be $25 annually in advance.
(B) Before such license is issued, an applicant shall establish, to the reasonable satisfaction of the city:
(1) Reasonable expertise, acquired by education and/or practical experience in the field, provided, however, that this provision shall not create rights in third parties against the city; and
(2) In force single limit liability insurance of not less than $1,000,000 indemnifying the city and providing protection for persons and property injured or damaged by that entity's practice of such business or occupation in the city.
