(A) The city shall plant, prune, maintain and remove all street and park trees and other woody vegetation in or overhanging public property, including public rights-of-way, as reasonably determined by the city to be appropriate to enhance public safety, convenience, and/or the symmetry and/or beauty of public grounds.
(B) Owners of property adjacent to those streets or public ways may apply for and receive written authorization to, as that owner or through a noncommercial agent of that owner, plant, prune, spray, treat, top, or remove street trees upon that owned adjacent property, which authorization shall be held from the City's Board of Public Works and Safety, or its designee, shall not be unreasonably withheld or denied, and shall be without any application or permit fee assessed.
