Except as is otherwise contracted by the Board of Public Works and Safety:
(A) Solid Waste for which the Landfill is permitted, generated in the city may be deposited by individuals who are residents of the city, or who have continuously owned property in the city for the immediately preceding 30 days, and shall be charged at $12.50 per cubic yard, as that measure is reasonably determined by the city. The minimum charge per such deposit is $12.50.
(B) Solid Waste for which the Landfill is permitted, generated in Huntington County (as defined in § 95.01) but not in the city, may be deposited by individuals who have been residents of Huntington County, or who have continuously owned property in the county, for the immediately preceding 30 days, and shall be charged at $25 per cubic yard, as that measure is reasonably determined by the city. The minimum charge per such deposit is $25.
