§ 71.02 OBEDIENCE TO TRAFFIC REGULATIONS REQUIRED; PUBLIC EMPLOYEES NOT EXCLUDED.
   (A)   It shall be a violation for any person to do any act forbidden by or fail to perform any act required by this traffic code.

   (B)   The provisions of this traffic code applicable to the drivers of vehicles on a highway shall apply to the drivers of all vehicles owned or operated by the United States, this state, or any county, city, town, district, or any other political subdivision of the state, subject to those specific exceptions as are set forth in this code with reference to authorized emergency vehicles.
   (C)   Unless specifically made applicable, the provisions of this traffic code shall not apply to persons, teams, motor vehicles, and other equipment while actually engaged in work on the surface of a highway but shall apply to those persons and vehicles when traveling to or from work on the surface of a highway.
