If any person has been summoned to appear in court to answer the charge of the city for the violation of any of the provisions of the traffic code fails to appear on the date fixed in the summons, it shall be the duty of the judge of the court having jurisdiction of city ordinance violations to issue a warrant for the arrest of that person. The person may be admitted to bail and a day fixed for the hearing of the complaint. Trial shall be as provided by the law of the state.
