§ 70.21 FAILURE TO COMPLY WITH NOTICE; ISSUANCE OF COMPLAINT.
   (A)   If a violator of the restrictions on stopping, standing, or parking under the provisions of this code does not appear in response to the notice affixed to the vehicle within 48 hours, the Clerk- Treasurer shall send to the owner of the motor vehicle to which the notice was affixed a letter informing him of the violation and warning him that if the letter is disregarded for five days a complaint will be filed against him in court.

   (B)   If any person fails to comply with a notice given to him or attached to a vehicle, or fails to make an appearance pursuant to the notice given in the preceding division, then it shall be the duty of the Chief of Police to cause a complaint to be entered against the person in the city court. A summons shall be issued by the court directing the person to appear before the court on the day fixed in the summons to answer the complaint.
