§ 51.101 SEWAGE WORKS CHARGES.
   For the use of and the service rendered by the sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate, or building that is connected with the city sanitary system or otherwise discharges sanitary sewage, industrial wastes, water, or other liquids, either directly or indirectly, into the sewerage system. The rates and charges include user charges, debt service costs, excessive strength surcharges, and other service charges which rates and charges shall be payable as quoted in Appendix A.
   (A)   The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to those rates and charges, as the same is measured by the water therein used, except as herein otherwise provided. Water meters will be read once each month, and sewage service bills shall be rendered once each month (or period approximating a month). The water usage schedule on which the amount of the rates and charges as quoted in Appendix A.
   (B)   (1)   The minimum charge for any service where the user is a metered consumer shall be based on the size of that user's water meter, and shall be as quoted in Appendix A.
      (2)   However, the minimum charge shall be based on a water meter size of not more than one size smaller than the service line in which the meter is installed.
   (C)   For the service rendered to the city, the city shall be subject to the same rates and charges as quoted in Appendix A.
   (D)   The rates and charges fixed herein shall apply to lots, parcels of real estate, or buildings located within the city limits.
   (E)   Other fees and charges to recover expenses incurred by the city shall also be collectible.
