§ 51.021 GENERAL STANDARDS FOR CONNECTIONS, CATCH BASINS, MANHOLES.
   (A)   From and after the effective date of this chapter, the standards set by the Department, as shown by drawings which are now on file in the office of the Department, which standards are now adopted, shall apply to all catch basins, manholes, inlet and property sewer connections connecting with the city sewer system.
   (B)   The standards set out above in division (A) shall be used by all property owners, contractors, subcontractors, and the city in the construction, reconstruction, or improving of any and all sewers now in use or to be constructed, reconstructed, or improved from and after the effective date of this chapter.
   (C)   Any construction, reconstruction, or improvement of any sewer after the effective date of this chapter not made in accordance with the standards herein provided shall be removed when required by order of the Board. If any order is not complied with within a reasonable time, it shall be the duty of the Department to make the changes required to conform to the standards herein provided, keeping an itemized account of the expense thereof, which expense shall be paid from the General Fund and collected from the property owner, contractor, or subcontractor by suit in county court.
   (D)   No person shall construct a combined sewer after the passage of this ordinance by the Common Council.
